WUC-21 Webutil Not Working With Webstart

Initially, when trying to run webutil with the webstart configuration, I was receiving this error:

I was able to get past this error message by applying patch 22377759. Now that I applied that patch, I'm receiving this error:

I checked the webutil.cfg file and the size is correct so I'm not sure what's causing this. Any ideas?
