Wrong ORACLE_HOME user password

Hi, I am the DBA of our department with around 15 java-developers.

I have created an installation package + documentation for installing their sandboxes.

It has been used many times without problem, but recently two users have both when installing binaries and later when configuring using dbca got the message "Wrong ORACLE_HOME user password"

When installing binaries you could go around the problem by letting oracle create the user, but regardless how the user is created it fails when configuring with dbca.

It concerns Windows10 although several installations have been done successfully on Windows10 prior to this.

Any hints regarding this would be highly appreciated, must say we are totally lost here...
