Writing to a specified location in a file

How to write the contents to a file in a particular position ..
example :- in a file from 0-15chars need to write the emp id and from 16-28 job description and so on..
in the above example from 0-15 its the emp id so if the emp id is of only 2 chars then the remaining chars should be
zero padded ..
please help me out in doing the same ...
It would be very much great full .
