We have implemented JWS on three test instances now and each time we implement, the main menu presented to the user is "wrapped" (per pic below). After several weeks, this clears itself up, but business will not let us go live with the menu looking very confusing to them. Have had SRs open with Oracle on this for over 6 months and no luck.
