Wrap Utility

I issued the following command at the DOS prompt to wrap the body of a PL/SQL package:

C:\Ammar>wrap iname=inv_eai.pkb oname=inv_eai.wpb

I didn't get the wrapped file, and I got the following error message:
kgepop: no error frame to pop to for error 1801

Why the wrap utility didn't work and what does this error message mean?
