WorkFlow process in Builder shows read only

I am trying to modify a workflow process on EBS R12 OM module. according to the Oracle Doc ID: 145011.1 . From Workflow builder 2.6.3, I connected to the database and loaded the the Workflow to the builder. However I see the process always in read only mode. I saved as a file and opened the file , and still see the processes in Read only mode. I cannot make any edit. My access level set to 101. Can someone help . This is something very urgent for me at work
