workflow planning - budget review process 11.1.2.2

Hello everybody.
Some few questions concerning Planning Unit owners:

Is it possible to pass the budget review process 'promote' from one user to more planning units at the same time? I've been wondering if I could assing a group (owner) and then limit planning Units with different provisioning for different users of the group, but I see that I only can add Users to Planning unit owners. How could I do it (pass the process from one user owner of one PU, to more Planning Units)?

(NB These planning units are at different levels so that I'm using the free format)
