Workflow Notification Mailer does not start

Hi guys,
I wonder if you can help me. My users are not getting email notifications for Requisitions and PO Approvals because the Workflow Notification Mailer is down. I've tried to start it through the Application Manager but it won't start. Can anybody help please?
