Windows Server 2003 SBS

Hi All

I have installed Apex 3.2 on Windows Server 2003 SBS and configured the instance setting accordingly, but when i create a workspace for a user with all the details i.e name,email,password and etc it creates it but not sending the workspace details to the new user. If i go to manage logs and manage mail queue it says "no data found". In short it looks like it doesn't try to send at all

Any help will be appreciated, by the way i'm using Oracle 10gXE (10.2.0.1.0)
