Windows hangs when try to connect to Oracle DB

Hello,

I have Oracle database 11g R2 installed over Windows server 2008, it was working fine this morning until the server shutdown immediately because of electricity failure.
So when I started the server again it started normally and all Oracle services started normally also, but when I try to connect to the database the entire Windows is hanging, it never responses again.

there's no thing strange at both Windows or Oracle log, every thing hangs when try to connect to the database, test the connection using Net configuration assistant or even get an export of the database.
I tried to start Windows at Safe Mode too but it's the same, no hope at all !

What should I do and what do you think the reason is ?
