Windows 2003 Server Enterprise SP1 and home page connection problem

I really don't wanna bother anyone again but...I tryied Oracle Database 10g Express Edition on W2k SP4 and it works fine also with apache and php, I tryied it on W2k SP4 Server and it works fine, I'm having problem with W3k Server SP1 Enterprise Edition, after installing it, it works but just after a reboot I'm not able to get to the homepage anymore (I tryied all the "triks" I read in others posts) and the lsnrctl status misses the line:(DESCRIPTION=(ADDRESS=(PROTOCOL=tcp)(HOST=mine)(PORT=8080))(Presentation=HTTP)(Session=RAW)). Have somebody experienced the same problem under W3k??
