win2003 - unable to create an item in Windows Start Menu or Desktop

when I install the Oracle 11gR2 on windows server 2003 enterprise edition , it pops up a message " Unable to create an item in Windows Start Menu or Desktop " , what's wrong ? it's the user rights error ?
