WIN_API_SHELL.ShellExecute in Forms 9i - Webutil?

I want to be able to open a file on the Client machine, in Forms 6i I use the WIN_API_SHELL.ShellExecute command passing in the name of the file to be opened. How is this best achieved in Forms 9i? Is there a new equivalent that will achieve the same result?
