Why used Pro*C instead of PL/SQL?

Hi all,

We are in study of a Billing Software using Forms10g( 9i DB,Unix), to give support and maintenance.
My problem is :
There are lots of Pro*C programs used in that software through the HOST built-in. Mainly for Bulk DML(Once in a day at the midnight) and for some file generation.

Whether there will be a particular reason to use Pro*C programs instead of PL/SQL packages ? Mainly performance wise..?

Any comments are appreciated.
