Why there are 2 Oracle homes in middle tier?

hello everyone,

I have recently started my career as a Apps DBA. I have a very small question for you.

Why there are two ORACLE_HOME's in the middle tier of 11i/r12. I am just wondering why we need RDBMS binaries in the middle tier. I appreaciate any answers.
