Why soa-infra in EM is not coming up after Restart of soa servers?

Dear Legends,

Environment Details:

Cluster Enabled

OS: el5uek 64bit

Weblogic: 10.3.6

SOA Suite: 11.1.1.6

DB: RAC 11.2.0.3

1 Admin 2 managed soa servers

Now a days in our Production Environment we are facing some issues with configuration, so when it was Non-Functional or Down I will be providing a restart for only managed servers or sometimes inclusive of Admin also.

Issue: After restart of managed servers soa server1 and soa server2 the soa-infra is not coming up even after 6 - 8 hours from the restart. But in console I could see the servers are running and in OK status. In EM it was almost both the servers symbol was UP.

Any kind of help would be much appreciated, Let me know if anything needs to be done from my side.
