Why Oracle Recommended memlock - Maximum Locked Memory 3GB for Limit.conf when HugePages is disabled

Hi Oracle Gurus.

I go through the documentation of oracle - https://docs.oracle.com/database/121/LTDQI/toc.htm#BHCCADGD

As per oracle documentation

at least 90 percent of the current RAM when HugePages memory is enabled and at least 3145728 KB (3 GB) when HugePages is disabled

Oracle OUI installation shown warning for this parameter and during auto fixed configuration it will add below line in /etc/secutity/limit.conf

oracle  hard  memlock  59508551

Any one have any idea or experience why oracle recommended that minimum memlock  3GB for Limit.conf when HugePages is disabled.
