Why doesn't Oracle offer and stand-alone ZIP download of the JDK for Windows?

None, listed there. Searching the web, this is a VERY common need of developers as we may not want to run an installer that can potentially change the settings of our dev machines. Everyone wants something very very simple, just to have a ZIP file and put the contents in any location we want.
