Why my single database got a lot of 'CSS initialization' wait events?

Hi All,

I got a problem that one of my database got a lot of 'CSS initialization' wait even but my database is not a RAC or use ASM.

I got the details from AWR that shows this events had '28,906' ms/avg wait and the total DB call time reached 40.9%.

My database is 10.2.0.5 and it's a single database (non RAC or ASM）.

Is there anyone has ideas on this?
