Why is the .NET 2.0 oracle.dataaccess.dll in my GAC after I install

When I install the Oracle Data Access Client 11.2.0.3.20 32 bit on my build server, I see the .Net 2.0 framework versionof the oracle.dataaccess.dll in the GAC? Why is that? How can I get the .NET 4.0 version installed. What are the differences if I use one or the other?
