Why is 'system-config-users' package missing from OEL 7.0/7.1?

Hello,

couple of days ago I installed OEL 7.1 x86_64, Server with GUI (Gnome, KDE, Development etc.), clean installation, and immediately noticed that package 'system-config-users' was not installed as it was missing from installation DVD. The package also cannot be found on the Oracle Public Yum repositories (latest, optional_latest, addons).

On the other side, the package exists in CentOS 7.0 and 7.1 repositories (so I suppose it also exists in RHEL-7.0/7.1 repositories) and it would be interesting to know why the package is missing from OEL 7, or it happened accidentally. The existing 'Users' utility in the gnome-control-center settings is do-nothing utility and is not worth of being a replacement for the package.
