Why is my session not getting killed

Hi,
I generally face problem with killing the running sessions.
When I try to kill those sessions through enterprise manager, It do some processing, & after some time displays message as "session marked for kill",
but the session still remains active.
Previously I found this thing was applicable for bulk update statements , but the same is true for select statements also.
Can I know the internal reason for the same and also the way to kill it?
The session does not even get killed easily when I do shutdown immediate!!
