Why is it slow to receive the login prompt for telnet session?

Receive "CONNECTED....." message right after the telent session is initiated; however, it takes few minutes before receive the loging prompt for user id and password? Using telnet ip-address instead of telnet hostname. Don't think it's name resolution related. Who can explain? And how to correct the problem?
