Why I get an error when trying to display the Oracle Database XE Homepage?

Hi!

I successfully installed Oracle Database XE in a Windows XP laptop computer. There were no errors during the installation. When I try to open the Database Homepage (url: http://127.0.0.1:8080/apex) I am getting the following error messages:

Internet Explorer cannot display the webpage

Most likely causes:
You are not connected to the Internet.
The website is encountering problems.
There might be a typing error in the address.

The computer can connect to the internet without any problem. What is the cause of this error?
