Why Forms 6i help not available on Windows 2012 R2?

We recently moved Oracle Forms Builder 6i from Windows 2003 to Windows 2012 R2 through a remote desktop share host(RDSH) protocal. All forms in the forms designer on the new server are functioning okay except I cannot make the help menu to display in the forms designer on the new server even after coping the following libraries to the location where all the forms source & executables are:

Calendar.pll

Hmmshelp.pll

MAINLIBR.pll

Menulibr.pll

What do I have to do to make the help available while in the forms builder? The following is a screen copy of the help display on the older server:

Any/all the help on this would be greatly appreciated!
