Why EXTRACT(HOUR FROM date) can't work?

select EXTRACT(HOUR FROM to_date('2008-08-05 13:00:00','yyyy-mm-dd hh24:mi:ss')) from dual;
what wrong has it?
Oracle 10g out :ORA-30076
???
