why doesn't temporary tablespace free itself

yesterday I posted under the topic "TEMP tablespace bloated" , and got lots of help in terms of how to create a new default temporary tablespace, verify its a real temporary TS, and look inside the temp TS for the objects that occupy it.

What I still don't understand is why my temporary TS got bigger and bigger and never released its space. yesterday I looked at the SQL that were taking space inside it and they were all statements with ORDER BY clauses. but, once you finish the sort shouldn't this space be reclaimed by Oracle automatically?

nothing seems to free the space inside the temp TS. not even a restart of the instance. is this another Oracle bug?
I am running 9.2.0.5 on Solaris
