Why do I get a pop up window with Bind Variable and a box to enter value? WHAT DOES THIS MEAN?

I am a complete beginner with sql and using Oracle Apex. I am in SQL Commands and trying to enter the following:
INSERT INTO SEC0703_LUNCHES
VALUES (25,
TO_DATE('12-05-2011 11:30 AM', MM-DD-YYYY HH:MI AM),
202, SYSDATE);
I get a pop up window that says Bind Variable and underneath that it says :MI with a box to enter a value. What do I do? Also here is a screenshot of the table details that may be useful:
