why did network cause the performance primary in max perfermance protect db

i have a max perfermance protect db,when the network between primary and standby is slow,the primay db has low performance .
the wait is "arch wait on SENDREQ"
and the alert log as follows:
Timing out on NetServer 0 prod=60254,cons=57623,threshold=2560
ORA-16166: LGWR timed out on Network Server 0 due to buffer full condition.
No action is required since the log file transfer will be attempted via ARCH
