why "Database Validation Failed"?

I'm using OAM 10.1.4.2.
environment variable TNS_ADMIN has set
\netpoint\access\oblix\apps\common\bin\globalparams.xml SQLDBType has set to Oracle_OCI
audit_oracle.sql executed
but...
In Oracle Access Manager -> Access System Console -> System Configuration -> Server Setting -> add RDBMS Profiles -> add Database Instances (OCI)
in always says "*Database Validation Failed*"
in OIM the same
