Why C:\App\<User>\ instead of C:\Oracle\?

I'm probably just being dense but I've never seen any explanation as to why the default install folder for Oracle Client has changed from C:\Oracle\Product (in 10g and below) to C:\App\<User>\Product\ (in 11g).

Are you expected to install the Oracle Client for each individual user or only ever install as admin?

I'm only using it for development purposes so I don't suppose that it really makes any difference to me but it would be nice know why this seemingly random change has been made.
