Why are my Line Chart values displayed off the edge?

We are still running FOEX 4.0.1 (DBAs say upgrade will happen some time this spring???)

This is my first go with a line chart. I don't understand why the labels of the first and last data points are off the edge of the chart. I'm talking about the values displayed on the datapoint. The tooltip allows you to see the value, but I'd think the values should be visible.

I tried setting padding in the Custom Panel Config, but that just makes the chart narrower. It doesn't shift where the labels show.
