Why are GRANT ANY OBJECT PRIVILEGE and DEBUG ANY PROCEDURE excluded from schema-level privileges?

I'm trying to make sense of the following 2 exclusions among schema-level privileges:

  1. GRANT ANY OBJECT PRIVILEGE
  2. DEBUG ANY PROCEDURE

AFAIK these exclusions are not explicitly stated in the documentation (Security Guide, section 4.7.2).

Neither is difficult to work around, if CREATE ANY PROCEDURE and EXECUTE ANY PROCEDURE on the target schema have been granted, to such an extent that I'm wondering about the reason for these exclusions.

In other words: is that a limitation in the current implementation, or is that by design, e.g. for a security purpose?
