While I am setting the connection in SQL Developer. I am getting the below error.

Hi,
PFA...., I was opened CMD command and tried the below command, but I am getting the below error even I given the proper path in environment variable. Still I am getting below error. Could you please help me anyone on this error?

'lsnrctl' is not recognized as an internal or external command,
operable program or batch file.
