Which version of ORDS and APEX are the most stable?

Was planning to upgrade our ORDS and APEX to 19.2.

Which versions have the fewer bugs?

Currently, we have ORDS 3.0.1.177.18.02 and APEX 5.0.1.00.06 on Oracle Linux 7, Apache Tomcat 8.5.3
