which Mobile Platform is best in Oracle?

Hi all,

I am Using Oracle forms and reports(12C), Oracle application Express 5.0 and Oracle Database 12C.

I already developed Oracle apex 5.0 Mobile Application but i need pure mobile application like offline Transaction Screen Entry, Mobile Notification, etc.

So i need all feasibility mobile application development area, please suggest which platform ? Need to develop the mobile application connect with the Oracle Database.
