Which Developers Guide is the one to use?

Ok, another silly question. I am trying to track down an error. But I can't find a list of error codes and what to do in the documents I have. So I looked in the Application Development menu (from Start) and it lists Developer Guides for:
.Net developers
Objects for OLE Developers
Provider for OLE DB
Provider for ASP.NET (Ok, this one is obvious)
When I create a program based on the examples given (say in this article: http://www.oracle.com/technology/pub/articles/cook-vs08.html ), which Developer Guide should I use?
And while I have your attention, if you can point me to a list of ODTVS error codes so I can figure out what I can do to fix an error I am getting ("ORA-12541: TNS:no listener" or "ORA-12154: TNS:could not resolve the connect identifier specified", etc.)? I have to believe there is a document somewhere that will help me figure out how to fix these problems.
