Where to place sqlnet.ora when listener home is different from db home?

Hi,

if I have installed a machine with two ORACLE_HOMEs, and listener is started from Home1 while the database runs from Home2, which home has to hold sqlnet.ora to make it's settings take effect? In particular, my question relates to the sqlnet.expire_time setting. If a new server process is started, does the listener hand-off this setting to the server process (so sqlnet.ora has to be in Home1) or does the server process read this from it's own home on startup (meaning sqlnet.ora has to be placed in Home2)?
