where to find Tomcat Web Server Administration Tool

some tutorial says after you start Tomcat, input this address
http://localhost:8080/admin
you will see a admin tool for Tomcat.
but when I run Tomcat, i never get this tool, I check the Tomcat folder,
the Tomcat Admin tool doesn't exist in Tomcat,
need I download it from somewhere or I made some mistake?
I am using Tomcat 4.0, I use tomcat for long time, I don't think the Admin tool is included in default Tomcat package.
