Where to find Oracle "Sql Loader" - aka sqlldr ?

Various pointers have indicated this utility is included in one of the Oracle DB downloads ;

I have yet to find it in the recent zip files of :

instantclient-basic-linux.x64-12.2.0.1.0.zip

instantclient-sqlplus-linux.x64-12.2.0.1.0.zip

linuxamd64_12102_client.zip

linuxamd64_12102_database_1of2.zip

linuxamd64_12102_database_2of2.zip

linuxx64_12201_database.zip

Can anyone cite a known recent zip it is in , and the actual name ? I see no utility call "bin/sqlldr" in any of these bundles .
