Where to find Manage Users and Groups in APEX 21.1?

Hi,

I'm using apex version 21.1 and trying to use restful services. For Basic Authentication I saw in a video you need to create an APEX User Group and assign APEX user to the group and then to the role.

I was checking the same in my apex with developer and admin login not able to find the same. Can you please let me know where to find it in apex 21.1?
