where to create a class to refer in templates

Hello Everyone,

I just want to know where I have to create a class, so that I can add that class to any of my templates.

Eg. 
<a class="t20OptionalLabelwithHelp" tabindex="999">
this class "t20OptionalLabelwithHelp" is already there, and it is referred by default in my template, I want to create another one.
