Where does one get the "NET8 Client" that is needed prior to ODBC driver config?

I've got a user that wants ODBC access to an Oracle database (8.1.7). I've downloaded the 8.1.7.1.0 ODBC driver and see in the README that ... "The ODBC driver depends on the Net8 Client being already installed on the system.". So where do I go to get the NET8 client? I've got the Oracle 8.1.7 Server CD. Do I point the user to the Installer on the CD and have him install the Net8 client from there or is there a NET8 client download (self-extracting EXE or zip file) that I can get from the web and give that to the user?
