Where do I download Auto Comment Tool

Hello,

I am looking to download the Auto Comment Tool which allows to add comments et al using the GUI. Everytime I look for that I come across downloading the javadoc which actually confuses me. Can anyone please point me to the exact "THING" that I need to download to be able to use the tool?
