where can i download the Oracle Security Developer Tools?

hello forum,

i've found this Oracle Security Developer Tools site:

http://www.oracle.com/technology/products/id_mgmt/osdt/index.html

and i see the link for "Software Downloads" on the bottom right hand side of the page. but there are only 2 items under "Software Downloads"

Oracle Identity Management 10g R3 (10.1.4.0.1)

Oracle Application Server 10g R2 (10.1.2.0.2)

is that the only way to get the Oracle Security Developer Tools? by downloading one of those 2 applications?

all i really want is the Oracle XML Security stuff.
