When to use Cursor for loop and Cursor (open, fetch, close)

Hi Everyone,
I've a little doubt about when to use cursor for loop and when to use cursor for loop and cursor (open, fetch, close).
Well I'm not asking the difference between implicit and explicit cursor. So please tell me how do I come to know, what to use and when?
