When to rebuild indexes?

When is a good time to rebuild the indexes within a database? I have a client who recently inserted 180,000 rows. Would now be a good time to rebuild the indexes as well should I run the Update STATS? Can I rebuild the indexes without shutting the database down and will I have a performance hit?
