WHEN-LIST-CHANGED trigger does not fire

  I have an Oracle form with two poplists.  When one is changed, the WHEN-LIST-CHANGED trigger is fired.  When
the other one is changed, the WHEN-LIST-CHANGED trigger does not fire.

 

HOWEVER, if I first change the first poplist, and then change the second, the second poplist does fire its WHEN-LIST-CHANGED
trigger.

What would cause this type of behavior?  What can anyone tell me?  Thanks
