What populates /var/adm/lastlog?

I have both Solaris 8 and Solaris 9 systems which to me have inordinately large lastlog files. One Solaris 9 system has a lastlog that's approx 210M. Very few users log in to this system (assuming this gets populated with user login information). Also, the Solaris 8 lastlogs are text files and the Solaris 9 are data. Any insight would be appreciated.
