What phone operators will ask?

Hi,

I am facing on a problem. I explain my situation:

I have to develop a location software, and the only way I have found to do it was to use the NMR of the SIM Toolkit. Technically I think it is feasible, but to load and install a SIM Toolkit applet and to use the GSM network, I have to contact phone operators for authentication keys, but I don't know what they will want me to do. Maybe that will cost a lot of money. Am I wrong? If not, do you know an other way to realise a project like that?

Please help me, I have spent so long time on that problem and I have learned so many things about SIM Cards to stop my study here.
